IPAN: Integrating, Preparing, and Nurturing Children with Special Needs
The IPAN Program at Saint Joseph School (Naga City) Inc. is dedicated to providing quality education and holistic development for children with special needs. Modeled after the Ai-Ban Class of Catholic Yujen Elementary School in Taichung, Taiwan—SJS’s mother school—IPAN follows the same principles of inclusivity and compassion. Ai-Ban, meaning “The Love Class,” embraces Montessori and other early childhood teaching methodologies to support students with diverse learning needs.
Established in 2006 through the initiative of the Sisters of the Sacred Heart of Jesus, the IPAN Program was first coordinated by Sr. Stephanie Chang. It continues to uphold its mission of fostering a nurturing and inclusive environment for every learner.
What sets the IPAN Program apart is its mainstreaming approach—once children with special needs are ready, they are integrated into regular classes, learning and growing alongside their peers in an atmosphere of unconditional love, understanding, and mutual support.
IPAN recognizes the uniqueness of every child and empowers them to become confident, responsible, and contributing members of society, instilled with Josephian values of faith, integrity, and service.

Instill in students a love for learning that enriches their own lives and enables them to contribute meaningfully to others.
Offer functional and meaningful learning experiences tailored to the needs of students with special needs.
Our curriculum
The IPAN Curriculum follows the K–12 Basic Education Curriculum prescribed by the Department of Education, with modified content and performance standards. The curriculum is tailored according to the unique needs of the students, in which curricular modifications, classroom accommodations, and relevant learning experiences are aligned with St. Joseph School’s vision, mission, and core values.
The CARE Program
Supporting IPAN in preparing students with special needs to become contributing and valued members of society, CARE is a functional and relevant education program that equips students with knowledge, skills, and a positive work attitude. It is an alternative to a regular curriculum education and is responsive to their individual interests, abilities, and needs.
CARE continues to carry out Saint Joseph School’s mission to provide a well-rounded basic education program anchored on the Gospel and Confucian values. It aims to:
Provide students with special needs the essential literacy and vocational skills necessary for independent and functional living.
Recognize and support persons with disabilities as growing individuals who contribute meaningfully to society.
Uphold the dignity, develop the abilities and skills, and maximize the potential of adolescents with special needs.
Empower adolescents with special needs through functional learning experiences and vocational opportunities that enhance their independence and self-worth.
The CARE curriculum primarily serves students in the IPAN program. It is also open to students with special needs aged 12 to 18 who have completed elementary education. Adolescents with mild to moderate autism, hearing impairment, and learning or intellectual disabilities may benefit from this program.
CARE follows the Alternative Learning System (ALS) curriculum, ensuring that students meet the minimum requirements for basic education while receiving tailored support for their individual needs.
Foster self-development and a strong sense of community by nurturing personal growth, cultural pride, historical awareness, and an understanding of civil and political rights.
Enhancement of problem-solving and critical thinking skills, focusing on numeracy and scientific reasoning.
Broaden one’s world vision by fostering knowledge, respect, and appreciation for diversity, promoting peace and non-violent conflict resolution, and cultivating global awareness and solidarity.
Development of communication skills, including listening, speaking, reading, and writing.
Promote sustainable resource utilization and productivity by developing skills in employment, entrepreneurship, appropriate technology, and responsible resource management.
